Libby brings Cumberland County perspective to statewide transit leadership as providers face funding challenges

WESTBROOK, Maine – October 14, 2026 – Don Libby, Executive Director of RTP (Regional Transportation Program), has been elected Vice President of the Maine Transit Association (MTA), the statewide association representing Maine’s public and community transportation providers.

The Maine Transit Association advocates for public transit across the state, working with the Legislature, the Maine Department of Transportation, and other state agencies to strengthen funding and service for the Mainers who rely on transit to reach jobs, medical care, school, and everyday needs.

“I’m honored by the confidence of my colleagues across the state,” said Libby. “Behind every challenge Maine transit faces is a rider trying to get to dialysis, a job, or the grocery store. I look forward to making sure decision-makers in Augusta hear that message clearly.”

Libby has led RTP since October 2024, first as Director and as Executive Director since early 2025. Under his leadership, RTP has launched new microtransit pilot programs, including QuickRide and the Lakes Region Explorer, expanded service options for riders traveling beyond the agency’s traditional service area, and continued to provide ADA paratransit and demand-response service throughout Cumberland County. Before joining RTP, Libby built a career in passenger transportation and operations in the private luxury transportation industry.

Libby’s election comes at a pivotal time for Maine transit. Providers across the state are preparing for changes to state funding for low-income transportation in 2027, and MTA will play a central role in working with the Legislature and the incoming administration on sustainable funding for these essential services.
