Regional Transportation Program Welcomes Two New Board Members

Westbrook, Maine – April 8, 2025

The Regional Transportation Program (RTP) is proud to welcome Sadie Donnell and Don Ladd to its Board of Directors. Their extensive backgrounds in community advocacy, public policy, education, and nonprofit financial leadership will strengthen RTP’s efforts to deliver accessible, equitable transportation across Cumberland County.

Sadie Donnell

Sadie Donnell is a passionate advocate for accessible transportation and disability rights. A graduate of the Greater Portland Council of Governments’ Community Transportation Leaders Program, she has focused on improving paratransit services in the Greater Portland region. She is president of Pine Tree Guide Dog Users, Maine’s affiliate of Guide Dog Users International, where she leads public education on service animal accessibility.

Sadie owns and operates Maine KwiqiMart, a small business launched in 2023 that manages vending and micro-markets in the Portland area. Her advocacy extends to public infrastructure through her involvement in Mainers for Smarter Transportation and the Moving Maine Network, where she collaborates on policy, planning, and legislative advocacy. She’s also worked with Disability Rights Maine and the University of New England to train future healthcare providers on disability inclusion and lived experience.

Don Ladd

Don Ladd brings more than 20 years of experience in nonprofit and governmental accounting, financial strategy, and higher education. He is currently a Senior Lecturer at the University of Southern Maine’s School of Business, where he teaches financial, managerial, and nonprofit accounting.

Before joining USM, Don served in senior finance roles at several nonprofit organizations. At The Opportunity Alliance, he led financial operations and system integrations. He also served as CFO for nonprofit healthcare and social service agencies, where he focused on strengthening compliance, budgeting, and operational efficiency.

In addition to his professional career, Don has held governance roles as Treasurer of the Maine Food and Sea Cooperative, and as a board member for both the Maine Media Federal Credit Union and the Greater Portland Municipal Credit Union.

“Both Sadie and Don bring a wealth of experience and deep commitment to equity and community service,” said Don Libby, Executive Director of RTP. “Their insights will be instrumental as we expand our services and strengthen our role in the region.”

RTP provides essential transportation services to seniors, individuals with disabilities, low-income residents, and the general public throughout Cumberland County. The addition of Donnell and Ladd supports RTP’s continued mission of building a more connected, inclusive transportation network.
